Remove fuel filler cap. On Miata, disconnect fuel pump relay 6-pin harness connector. On all other models, disconnect fuel pump relay. See FUEL PUMP RELAY LOCATIONSΒ  table under RELAYS & SOLENOIDS. Start engine (if possible) and allow to die. Crank engine several times. Turn ignition off. Reconnect fuel pump relay. Reinstall fuel filler cap.
