Catalyst Light Off is a time for catalyst to reach at the target temperature that it is functioning properly.

When engine is cold, PCM performs catalyst light off offset to increase the temperature of it up to proper temperature that catalyst is functioning properly.

PCM offsets idle RPM more than 50 RPM than normal for catalyst light off.
