Connect an external voltmeter between battery terminals. If external voltmeter reading is same as voltmeter in vehicle, voltmeter is okay. If external voltmeter reading is different than that of vehicle voltmeter, replace instrument cluster. See INSTRUMENT CLUSTERΒ  under REMOVAL & INSTALLATION.
