The Fuel Cutoff Signal parameter indicates when the PCM is operating the fuel injector in the fuel cutoff mode (the output to the fuel injector is stopped). When the fuel cutoff mode is active the Fuel Cutoff Signal parameter should read ON. The Fuel Cutoff Signal parameter should read OFF during all other fuel modes.
