When the car is started with the engine cold, the cold-start inhibit circuit prevents drafts of cold air from being discharged to the car's interior. The cold-start inhibiting circuit cutout according to regulator setting is designed to ensure that the cooling action none the less starts immediately if the car's interior is very warm.
