Measure voltage by backprobing between PCM 32-pin harness A connector terminal No. 24 (Blue/Orange wire) and PCM 25-pin harness B connector terminal No. 20 (Brown/Yellow wire - A/T) or ECM 31-pin harness A connector terminal No. 26 (Brown/Yellow wire) and ECM 32-pin harness E connector terminal No. 8 (Blue/Orange wire - M/T) with ignition switch in START position. See Figure or Figure . If battery voltage is present, starter signal is okay. If battery voltage is not present, inspect No. 13 STARTER SIGNAL (7.5-amp) fuse in underdash fuse/relay box. If fuse is okay, repair open in Blue/Orange wire between PCM 32-pin harness connector terminal No. 24 (A/T) or ECM 32-pin harness E connector terminal No. 8 (M/T) and under-dash fuse/relay box 18-pin harness connector terminal No. 18. If fuse is blown, repair short in Blue/Orange wire between PCM 32-pin harness connector terminal No. 24 (A/T) or ECM 32-pin harness E connector terminal No. 8 (M/T) and under-dash fuse/relay box 18-pin harness connector terminal No. 18 and between under-dash fuse/relay box 22-pin harness connector terminal No. 10 and PGM-FI main relay harness connector terminal No. 2. Replace fuse.
